Lots of good suggestions so far - make sure his needs are met (if he's a jogger, make sure his shoes are along; if he's a reader, bring a hammock, etc.). (My sister always brings a golf club and some wiffle golf balls so her husband and son can practice teeing off.)

Another thing that might make it more fun: bring your babysitter! If the burden of watching your boys (worrying they'll wander off, etc.) is part of the reason he can't enjoy camping, having an extra set of eyes along to watch them is perfect!

Bring along some messy craft projects for the little ones to assemble, have them collect rocks and paint them, giant coloring books, paints, etc. The kind of stuff you wouldn't necessarily let them do at home. Have the babysitter keep them engaged so you can relax a little more.

If you can, make that first trip to a highly developed campground, rather than a remote / "roughing it" type of place. Developed / private sites often have playgrounds and children's activities that will provide a little more safety for the kids.

Last, get the whole family out on a nature walk. Let your husband enjoy seeing your boys discover bugs, animal tracks, leaves on the ground, whatever it is. Kids get amazed by just about everything - they can hunt for walking sticks to use on the trip. Take LOTS of photos.
References :
If he says it's too much work.....try to make things easier for him. Do a lot of the packing of the gear yourself. Between camping trips put the camping gear in an easy to get to area and keep it all organized.

Bring your dad along and perhaps your husband will get into it more since your dad likes it.

What does your husband like to do? Bring some of his favorite items along.

Does he like to read?.....get him a hammock and tell him to bring some books along. (This might make it more relaxing for him.)
References :
You might also try doing some of what I call "accommodation camping". By that I mean that camping is just a way of having cheap accomodations while you do something else. For example, a lot of theme parks have a campground attached. There are also campgrounds that offer activities like swimming, miniature golf, movies, etc.

What hobbies does he enjoy? Is there any destination he might like to visit for a weekend to indulge in it, but balks at the cost of a hotel? Golfing? Visiting some obscure little museum?

Hunters and fishermen have been doing "accomodation camping" for generations. In fact, I had not camped since Girl Scouts, until I took up hunting as an adult and decided I wanted to be able to tell my friends I was going to "deer camp", just like all the guys who had been hunting since boyhood. In the process, I regained an appreciation of camping for its own sake.
References :
try and do as much of the packing/car loading as possible.. we camp about 25 nights a season, and i do notice that my husband does most of the work.. but he doesnt mind, so i let him.. perhaps a little gift or a surprise might help.. boys DO love their toys.. there is a really nice portable weber grill that my husband has had his eye on.. its a propane one with a stand.. or an ice chest full of different nice import beers.. or a new knife.. coleman makes a camping blender for adult beverages.. coleman also makes a drip coffee pot that goes on the camping stove, so he can have his favorite coffee in the morning.. i also agree that camping with another family who has kids the same age might do the trick.. if he hangs with another dad and relaxes a bit, he might enjoy it! good luck!
References :
interesting, i had the same situation with my girlfriend...

heres what i did to coinvince her::
make it comfortable --- stick with car camping and try to get those inflatable matteresses which are really comfortable..nobody wants a bad night sleep
cook great food --when i go camping i eat way better than if im home
bring creature comforts --i always bring my ipod and speakers, you can listen to them without disturbing other campers

and lastly, if he thinks its alot of work then unfortunatley YOU have to do most of the work --when my gf and i go i'm the one packing, grilling the food, setting up the campfire ,etc...hope this helps
